context: HQ holds all the context of the owner's work and will take part in client group chats and email the owner's accountants. Each project gets its own settings only when infra starts deploying to projects, and the screening that the scan tooling does by default is a separate, earlier matter.
decision: Until infra starts deploying to projects, HQ holds everything and nothing in HQ's tooling changes for client material. A security review then decides, project by project, what is screened and where. The screening the scan tooling does by default stays as it is until then.
